Cuomo declares gun violence ‘public health crisis’ so he can implement 7-pt ‘disaster emergency’ plan

Governor Andrew Cuomo has issued an executive order declaring the first-in-the-nation “disaster emergency” due to gun violence and is proclaiming that New York is in a “new epidemic” while taking aim at gun manufacturers.

The governor has announced a broad and vague seven-point “disaster emergency” plan that will entail $138 million in new spending to try and stop the surge in shootings and gun-related crime in the state. It also expands his powers. But it doesn’t address the new bail laws in the state that many contend is a huge contributing factor to the rise in crime. Criminals are being set free in large numbers due to liberal policies enacted by Democratic lawmakers in the state.

“Gun violence and crime should be the top priority for every mayor in this state because every city has been affected by it,” Cuomo crowed. “It’s a matter of saving lives — and New York’s future depends on it.”

Cuomo declared that “people are not coming back to this city — they are not coming back to any city — until they know it’s safe,” while speaking at the John Jay College of Criminal Justice in Manhattan on Tuesday.

The scandal-ridden governor did not mention hiring additional law enforcement to combat crime. Instead, he stated that he wanted to “rebuild the police-community relationship.”

The speech appeared to many to be a campaign pitch rather than a serious attempt at halting violence on the streets of New York. Cuomo’s proposed plan intends to treat gun violence as an “emergency public health issue.” He claims it will use “data and science” to target shooting “hotspots.” He also announced the creation of the Office of Gun Violence Prevention and is mandating that major police departments share data on gun violence weekly with state officials.

To ostensibly tackle the problem of gangs, Cuomo claims that he plans to provide “positive engagement for at-risk youth.” That would include creating summer jobs and funding arts and other social programs for them.

“We’re losing young people, we’re losing them tragically and we’re losing them needlessly,” Cuomo remarked while noting that black and Hispanic New Yorkers are more likely to be shot than white residents.

“We also want to form a council on gun-violence prevention, that gets your minds at the table to develop a strategy and the laws that we need to make a difference,” he announced. “Everything is on the table. We all want the same thing, and that’s what we’re going to do.”

“We’re building New York back better than ever before, but part of rebuilding is addressing the systemic injustices that were exposed by COVID. If you look at the recent numbers, more people are now dying from gun violence and crime than COVID – this is a national problem but someone has to step up and address this problem because our future depends on it,” the governor commented.

“Just like we did with COVID, New York is going to lead the nation once again with a comprehensive approach to combating and preventing gun violence, and our first step is acknowledging the problem with a first-in-the-nation disaster emergency on gun violence. When we see an injustice we don’t look the other way, we stand up and fight it because that’s the New York way,” Cuomo said.

Cuomo is claiming that 74% of guns that are used in crimes in New York were purchased out-of-state.

“We know where they’re coming from — they’re coming from the south — and we’re going to declare a border war to stop them,” he bloviated. “Illegal immigration is not killing Americans. Illegal guns are killing Americans.”

Cuomo then sarcastically attacked former President Trump’s wall on the southern border and shamelessly hijacked it for his speech. “We build a tall, big — a beautiful wall. And we have the wall go for miles. And we have a little gold leaf up at the top of the wall, little gold shiny leaf. And then we put a big name across the wall, and the name, the name has five letters,” Cuomo sneered while grinning ear to ear. “You know the name? I can see it. Can you see it? C-U-O-M-O.”

Now that the pandemic is winding down after 16 months of declared emergency in New York, Cuomo has found another one to take its place. “If you can beat COVID, you can beat gun violence. We’re in a new epidemic. It’s gun violence,” Cuomo declared. “And you know what? It’s a matter of life and death, also.”

Cuomo signed two new gun control bills passed by the legislature earlier in the year. The first bill allows gun manufacturers and dealers to be sued if they have sold, marketed, or produced firearms in a way that allegedly endangers safety. The second one makes it illegal for anyone with an outstanding warrant to purchase a firearm in New York.

State Senate Minority Leader Rob Ortt (R) slammed the governor for “declaring another emergency” just “days after finally relinquishing his emergency powers.”

“The crisis in cities across our state today directly correlates with the passage of the disastrous bail and other criminal justice ‘reforms,’ an out-of-control Parole Board that has released countless murderers and other dangerous criminals, and calls by Democrats to defund our police,” he noted. “These heinous acts of violence and the victims affected deserve real solutions — not political grandstanding.”

The number of shootings has skyrocketed in New York City this year. At least 687 people were wounded or killed by gunfire as of June 6.
