Biden pick for German ambassador marred by China donation disclosure complaint

President Joe Biden has announced his nominee to be the next U.S. Ambassador to Germany, and both she and Biden have something in common: questionable ties to China.

The president’s pick, Amy Gutmann, has quite the resume. She has been president of the University of Pennsylvania since 2004,  she is the Christopher H. Browne Distinguished Professor of Political Science and was named one of the “World’s 50 Greatest Leaders” by Fortune Magazine in 2018, according to the university.

However, a closer look at the school’s finances show that between 2013 and 2020, UPenn reportedly accepted tens of millions of dollars in undisclosed donations from China, according to the National Legal and Policy Center.

That dollar amount increased significantly following the inception of what would become a breeding ground for Biden foreign policy officials, the Biden Center for Diplomacy and Global Engagement.

President Biden has been dubbed “Beijing Biden” by many Republicans who criticize his foreign policy track record and maintain that he spent decades defending the Chinese government instead of American jobs.

His cozy relationship with Chinese leaders was scrutinized as American factories closed and millions of American manufacturing jobs were shipped overseas. It was scrutinized again later when he refused to demand accountability from the origin country of the coronavirus that killed hundreds of thousands of Americans.

The Center named after Biden opened in March 2017. The NLPC who initially reported the anonymous China donations, filed a complaint against the university in 2020 alleging that $22 million was received in “anonymous” donations for the Biden Center and $70 million was received from China in total.

It looks like China was interested in pay to play.

“Every operator, spy, foreign agent in the world immediately set their sights and their wallets on the university the day they used Biden’s name. Corruption isn’t always about money — sometimes it’s about access,” said Tom Anderson, director of the public integrity project for the NLPC.

The complaint states that in 2017, $500,000 of $7.7 million in donations from China were anonymous. Interestingly enough, that jumped to $15.8 million donated anonymously of the $27.1 million donated in total from China the following year.

In 2019, the year before the presidential race, the Biden center received a whopping $26.9 million in Chinese donations with $6 million given anonymously.

Gutmann has remained silent on all inquiries regarding the millions in anonymous donations from the foreign adversary and it appears the scandal did not impact her nomination to the Ambassador to Germany role.

“The University of Pennsylvania has stonewalled all inquiries into the identities of the Chinese donors who made $22 million anonymous donations to the university. We think it’s time for her (Dr. Gutmann) to answer the question and identify the donors.” NLPC Chairman Peter Flaherty told Fox News.

UPenn also reportedly paid Biden over $900,000 from 2017-2019 for an obscure role involving no involvement in classes, but required 12 public appearances.

The President selected his Secretary of State, Antony Blinken from the Biden Center, where he served as managing director until he joined Biden’s campaign in 2019.

If the past is any indication for Gutmann, Blinken conveniently was not pressed about the anonymous Chinese donations in his confirmation hearings.

UPenn called the allegations “total nonsense” and denied having “solicited any gifts for the Penn Biden Center.”

“Since its inception in 2017, there have been three unsolicited gifts, from two donors, which combined [for a total of] $1,100. Neither of the donors were from China.” UPenn’s vice president of communications Stephen MacCarthy stated, denying the allegations last year.
