Saipov was connected to suspects under investigations for terror-related activities, police officials also announced Wednesday. Authorities found handwritten notes connected to Saipov written in Arabic, suggesting the attacker was linked to radical Islam and had loyalties to the Islamic State.
“The gist of the note was that the Islamic State would endure forever,” New York Police Department Deputy Commissioner of Intelligence and Counterterrorism John Miller said Wednesday morning.
“He appears to have followed almost to a T the instructions that ISIS has put out,” Miller added.
