When Donald Trump takes the helm of America’s ship of state at noon On January 20, everything will be in his favor.
While President Obama‘s administration scurries like rats to enact reams of Eleventh-hour federal regulations in a wide range of areas including commodities speculation, air pollution, physicians’ Medicare drug payments and skilled immigrant workers it may all amount to “sound and fury signifying nothing,” according to Politico.

Trump has already outlined plans to reverse many if not all of these regulations during his first 100 days in office by cancelling “all illegal and overreaching executive orders” and eliminating “every wasteful and unnecessary regulation which kills jobs.”
And it turns out he has the tools to do it.

One such tool is the Congressional Review Act, signed into law 20 years ago giving the president, working with Congress, the power to pronounce a death sentence on whatever regulations they oppose.
To top it off, the GOP-led Congress is considering doing the Review act one better. Politico reported:
Republicans are seeking to make that tool even more powerful by pushing legislation allowing Congress to repeal bunches of regulations en masse instead of one at a time. Some GOP lawmakers are compiling lists of 100 regulations they’d like to kill in the first 100 days, POLITICO reported last week — lists that would include already-completed rules as well as those Obama’s agencies are completing in their year-end sprint.
House Majority Leader Kevin McCarthy warned federal agencies on November 15 that their last-minute rule-making will be closely examined.
“Should you ignore this counsel, please be aware that we will work with our colleagues to ensure that Congress scrutinizes your actions — and, if appropriate, overturns them,” the California Republican said.
And it’s not just the executive and legislative branches that will be the Obama administration’s undoing, the judicial branch is also having its turn in the ring.
Just last week a federal judge struck down a rule that was to have been implemented on December 1 expanding overtime pay to salaried employees.

When President Obama was handed the Democratic nomination in 2008, he claimed that marked “the moment when the rise of the oceans began to slow and our planet began to heal.”
Trump will do him one better. When he takes the reins all the stars will have lined up for him the House, the Senate, the White House and even federal law.
