A California law designed to encourage illegal immigrants to secure car insurance appears to have been a failure.

The state assured Californians that pushing through on issuing driver’s licenses to illegal immigrants would then lead to safety training and insurance coverage. But, since the law’s passing, the effort has yielded no measurable results, Fox News reported.

After passing a series of immigration laws designed to make California more friendly to illegal immigrants, the state saw a marked increase in driver’s license applications, with more than half a million in the first three months after passing the law. But the law, and the $141 million three-year program did not provide a way to measure if illegal immigrants followed through on purchasing insurance after being issued their licenses.

A spokesman for the American Automobile Association’s California chapter, Jeffrey Spring said there is “no way of knowing” if the law has had any effect. “It is hard to pinpoint whether the bill has had an impact or not,” he said, according to Fox.

“There are no statistics regarding how many new license holders under AB 60, purchased vehicle insurance,” said Artemio Armenta, a  spokesman for the California Department of Motor Vehicles. “We cannot relate our vehicle insurance data to driver licenses because the vehicle registration information is only associated with individual vehicles and cannot be used to identify any trends related to AB 60. Drivers under AB 60 are not tracked or singled out any differently.”

As of March, about 696,000 California driver’s licenses have been granted under the program, which does not require the purchasing of auto insurance, Fox reported. So, while illegal immigrants have benefited from being issued the licenses, they have not necessarily followed through on purchasing insurance, or keeping it after the initial set up.

“I’m sure some drivers bought insurance before they took their test but in many cases they just don’t pay the next month and it’s canceled,” said Don Rosenberg, an anti-illegal immigration activist whose son was killed by an  unlicensed, uninsured illegal immigrant driver in San Francisco.

“The bottom line is that the public was sold a lie,” Rosenberg said. “Getting a license does not mean you will get insurance and what little history there is says that most don’t.
