Congress is moving forward with a compromise bill on military funding that includes $400 million of additional funding for Ukraine, despite a high-level corruption scandal rocking the inner circle of the president as the war with Russia rages on.
The latest bicameral “compromise” draft of the 2026 National Defense Authorization Act (NDAA) includes funding for Ukraine and Europe that was not requested in the Pentagon’s 2026 budget, and is expected to face a floor vote this week and hit President Donald Trump’s desk before the end of the year. The move comes as Ukraine faces diminishing prospects for victory after nearly four years of war with Russia, and Ukrainian President Volodymyr Zelenskyy is embroiled in a major corruption scandal involving top allies allegedly defrauding the nation’s nuclear energy company.
The Trump administration’s new National Security Strategy emphasized a renewed focus on the Western Hemisphere while also delegating more responsibility to Europe to fund its military and defense infrastructure.
The bill also allocates $200 million to the U.S. European Command, according to the text. Of that amount, $175 million was allocated to security projects in the Baltic states bordering Russia.
Additionally, the bill requires the Pentagon to send a detailed list of all assets sent to Ukraine within 90 days of the bill’s passage.
Ukrainian opposition party European Solidarity has called for a vote of no-confidence to remove Zelenskyy from power, and his chief of staff, Andriy Yermak, resigned after investigators raided his home.
Zelenskyy has cultivated a positive global reputation during three years and nine months of war with Russia and has been hailed by numerous Western leaders as a beacon of democracy.
