Republican Georgia Rep. Buddy Carter is urging the Department of Justice (DOJ) to investigate the network of organizations backed by billionaire megadonor George Soros for potential involvement in politically motivated violence, the Daily Caller News Foundation has learned.
In a letter sent Thursday to Attorney General Pam Bondi, Carter called for a “comprehensive and immediate” investigation into the Open Society Foundations and other groups backed by billionaire megadonor George Soros to “determine whether they are in violation of any federal laws related to domestic terrorism, material support for violence, or other illegal activities targeting Americans based on political beliefs.”
“There is growing concern, based on credible reporting, that George Soros’ Open Society Foundations have played a significant role in funding organizations associated with promoting political extremism and engage in or endorse actions that meet the Federal Bureau of Investigation’s definition of domestic terrorism,” Carter wrote.
“The funding of organizations that engage in, support, or incite political violence must not be tolerated,” the congressman, who is currently in a three-way Republican primary seeking to unseat Democratic Sen. Jon Ossoff, added.

Carter cited a recent report by the Capital Research Center (CRC), which found that Soros, through the Open Society Foundations, funneled more than $80 million to organizations that “engage in or endorse” actions fitting the FBI’s definition of domestic terrorism.
For instance, Open Society Foundations gave $400,000 to the Center for Third World Organizing (CTWO), which boasts it “threw down with people in the streets” during the George Floyd riots in 2020.
CTWO has consolidated radical groups into its hub, including the Ruckus Society, whose founders and training materials endorse tactics that “may be outside of the law,” according to the CRC. The network also includes the BlackOUT Collective, which co-authored a pro-Hamas guide glorifying the Oct. 7 terror attack on Israel and references a Ruckus Society manual promoting tactics like property destruction and blockades.
The Open Society Foundations also provided $1,850,000 to Dream Defenders, $18 million to Movement for Black Lives, and $200,000 to Dissenters, which collaborated on the pro-Hamas guide, according to CRC’s report.
Another organization noted in the report is the Sunrise Movement, which received at least $2 million from Open Society and promoted the Stop Cop City/Defend the Atlanta Forest coalition, linked to Antifa-associated anarchist terrorism, according to the report.
Carter pointed to an “escalation in politically motivated violence from far-left extremist groups,” referencing recent attacks on Immigration and Customs Enforcement facilities and the Sept. 10 assassination of Turning Point USA founder Charlie Kirk by an individual allegedly motivated by hatred of Kirk’s “political expression.”
The FBI is currently investigating leftist groups for possible ties to Kirk’s assassin, but there is no evidence that Open Society Foundations is involved in either incident.
Open Society Foundations did not respond to the DCNF’s request for comment, but said in a public statement in September, following reports that the DOJ had directed prosecutors to prepare a probe, that it “unequivocally condemns terrorism.”
“Our activities are peaceful and lawful, and our grantees are expected to abide by human rights principles and comply with the law,” the foundation stated. “These accusations are politically motivated attacks on civil society, meant to silence speech the administration disagrees with and undermine the First Amendment right to free speech.”
