Talk of a movement to vacate U.S. Rep Kevin McCarthy (R-Calif.) as House Speaker is ramping up ahead of an expected showdown over a spending bill.
McCarthy set the stage for such a threat when he agreed with members of the conservative Freedom Caucus to allow one member to “move to vacate” to secure their support for speaker.
As for the spending bill, with a tight majority of 222 Republicans McCarthy is only 4 votes above a simple majority of 218 votes and some members of the GOP caucus want the House to move forward with an impeachment inquiry into President Joe Biden, defund the weaponization of government agencies, and secure the southern border.
The battle, well-characterized below, is not just with Democrats:

U.S. Rep. Marjorie Taylor Greene (R-Ga.) is one of the more vocal Republicans tying her vote for a spending bill to specific actions, including ending the funding for Ukraine:

CNN’s Manu Raju and Melanie Zanona reported on the “very real” threat McCarthy faces, explaining that his strategy has been to try to talk the holdouts in his caucus off the ledge.
If the Republican speaker tries to cut a deal with Democrats to get the needed votes to avoid a shutdown of the federal government, he faces a potential backlash from within, they suggested.
“The challenge for McCarthy, and I’ll be real honest with you, is that if he works with the Democrats, obviously, the Democrats are not going to do it for free. They want something,” U.S. Rep. Mike Simpson (R-Idaho) told CNN. “So, it’s going to be a compromise — one of those really bad words in Washington for some reason. Then you’re going to find a resolution introduced on the floor to vacate the chair.”
As for Biden, McCarthy has already stated, “[I]f we move forward with an impeachment inquiry, it would occur through a vote on the floor of the People’s House and not through a declaration by one person.”
