Former acting Director of National Intelligence Richard Grenell once more claimed that former Obama national security adviser and current Biden domestic policy guru Susan Rice is the “shadow president” but that few others seem to be paying much attention.
In an interview with CPAC, Grenell, who served as acting DNI as well as U.S. Ambassador to Germany under President Donald Trump, said Rice, a staunch ally of Obama, is exerting undue influence over the Biden administration and is responsible for its hard-left shift as head of the White House Domestic Policy Council.
“Susan Rice has been appointed as domestic policy adviser. That’s a joke. She doesn’t know anything about domestic policy,” Grenell told CPAC’s Matt Schlapp, who is the chairman of the American Conservative Union, and his wife Mercedes Schlapp, who was the White House director of strategic communications for the Trump administration.
He went on to say that Rice’s expertise is in foreign, not domestic, policy, adding that Biden appointing her to her current role means “our foreign policies will be treated like domestic policy.”
“The foreign policy mess that they are creating is a mess because they are placating the far-left domestically,” he said, referencing a number of current foreign policy challenges including a belligerent Iran and new fighting between Israel and the terrorist group Hamas.

“It’s part of that cancel culture, identity politics. They’re beating up on Israel because it pleases the far left,” Grenell continued. “This is the upside-down world of the Biden administration.
“President Biden is too weak to stop the progressive left from taking over… [Vice President] Kamala Harris does not understand what’s going on because she’s not an expert on foreign policy. And Susan Rice is really happy that Biden is too weak. Kamala is totally distracted with the 50-50 Senate and has to be up at the Senate. [Rice] is running the show. We have a shadow president in Susan Rice and no one is paying attention,” he added.
Grenell first made his claim the day Biden was inaugurated, Jan. 20, telling Fox News’s Maria Bartiromo that Rice would be taking charge behind the scenes.
“So Susan Rice has been tapped to do domestic policy, and what is really interesting about that is she’s got no experience in domestic policy,” Grenell said at the time.
“She is going to be somebody who is incredibly influential. Remember that she was national security advisor so she knows that entire apparatus,” the former intelligence chief and diplomat continued.
“We were told that she wanted to be secretary of state in the Obama Administration. They were making moves towards that but she didn’t have the votes so they backed off on that,” he added. “So I think the reality is she’s going to be running foreign policy, domestic policy. She’s probably extremely happy that Kamala Harris is going to be preoccupied with the Senate, trying to manage 50-50, being the 101st senator there, and won’t have a lot of time to get into policy issues.”
“So I think you need to watch Susan Rice very closely. She will be the shadow president,” he said.
Days later, Grenell doubled down in a subsequent interview with Bartiromo.
“Look, I’ve said it before but I think it’s worth repeating…she’s been given a portfolio as to domestic policy. We all know that that’s a joke,” he said. “So, there’s no question that she’s running domestic and foreign policy.”
