Texas State Rep. Ann Johnson, a Houston-area Democrat, has prompted some playful social media mockery by claiming that a bill allowing the carrying of a firearm in public without a license or permit is equivalent to allowing people to walk around “Wild West pimp style.”
Johnson, a lawyer with an extensive background in prosecuting human traffickers (which may explain the vivid reference) said this, in part, during a legislative hearing about the constitutional carry gun bill.
“That 21-year-old pimp, that 21-year-old trafficker, who is not yet a convicted felon, will roll on in to any place you want and buy a gun under this provision, and walk around in whatever way you want. No training, no understanding. Wild West pimp style. That’s what this bill does.
“And then that pimp can roll into whatever small businesses in your community with their stable of girls, and they can flaunt it Wild West pimp style.”
The permitless carry bill, passed the state house by a margin of 87-58 after about seven hours of debate, but it reportedly currently lacks enough votes in the state senate, according to Lt. Gov. Dan Patrick.

“If we have the votes to pass a permitless carry bill off the Senate floor, I will move it,” Patrick said in a statement. “At this point we don’t have the votes on the floor to pass it. I plan to meet with law enforcement who oppose permitless carry and with the [National Rifle Association] and [Gun Owners of America] who support it to see if we can find a path that a majority of senators will vote to pass.”
The legislation, House Bill 1927, would nonetheless ban firearms at schools, sporting events, amusement parks, hospitals and jails as well as giving business owners the latitude to keep out persons carrying guns. Background checks would still be necessary for commercial gun purchases.
Johnson reportedly is particularly concerned about a provision “lowering the punishment for inadvertently carrying a gun onto private property” from a Class A to a Class C misdemeanor according to The Reload website, which, in her view, puts too much of the burden on small business.
Rep. Johnson narrowly defeated liberal Republican House District 134 incumbent Sarah Davis in Election 2020.
Constitutional carry may or may not be widely accepted — that’s for elected officials and the voters to determine — but Twitter seems to have agreed about the imagery in what the Texas politician had to say.
