Rep. Elise Stefanik, R-N.Y., introduced legislation Tuesday that would block taxpayer funds from going to American colleges and universities that have partnerships with Confucius Institutes and the People’s Republic of China.
The bill focuses on funding the so-called Confucius Institutes, which have been accused of pushing the Chinese Communist Party’s viewpoint in U.S. classrooms, Fox News reported.
Titled the “End College Chinese Communist Partnerships Act,” or the “End College CCP Act,” the bill would block institutions of higher education from receiving federal funds if it has “a contractual partnership in effect with an entity that is owned or controlled, directly or indirectly, by the Government of the People’s Republic of China, or organized under the laws of the People’s Republic of China,” the network reported.
As noted in the article, the Biden administration dropped a requirement that schools participating in certain federal programs disclose any ties with Confucius Institutes.
“Despite President Biden and the Democrats’ soft approach towards China, I will continue to propose and support legislation that strongly combats their malign, anti-American behavior, and advances the interests of the United States at home and abroad,” Stefanik said in a statement.
Campus Reform reported recently that Texas Southern University was involved in an agreement with Beijing Jiaotong University, giving considerable amount of control to China over what curriculum was taught in TSU’s Confucius Institute.
The 2012 contract stated that TSU “must accept” the CCP’s assessment of teaching quality at the Confucius Institute.
Stefanik told Fox News she was “proud” to introduce a bill “to halt taxpayer dollars from flowing through American education institutions to benefit the CCP once and for all.”
“House Democrats may have blocked my amendment last week,” the GOP lawmaker said. “But their dangerous partisan obstruction will not stop me from standing up for America and strongly against China.”
This being a reference to a similar amendment she proposed to be added to President Biden’s $1.9 trillion stimulus package.
Plugging the article on Twitter, Stefanik wrote: “The CCP is partaking in genocide, censoring speech, & influencing our academia. Taxpayer $$ should NOT fund their partnerships with US schools! Period.”

Stefanik’s bill allows these institutions to restore eligibility for federal funding if they disclose “all contractual partnerships” with a related entity over the past 10 years and provide “sufficient evidence that such partnerships have been terminated,” according to Fox News.

Stefanik’s legislation states that Congress has found that the Chinese Communist Party has “been engaged in a sustained effort to undermine all facets of American power through influence campaigns within the United States,” and that the CCP has “engaged in the theft of hundreds of billions of dollars’ worth of intellectual property and academic and scientific research on college campuses, within national labs, and within the private sector.”
The bill also states that the CCP “has attempted to recruit Chinese Americans and ethnic Chinese within the United States for intelligence collection and coercion to advance the CCP ideology and agenda,” and warns that the CCP ideology “has gained a foothold in all facets of our society, including in academia, business, entertainment, and the media.”
