Email and other records released by a former business partner with Joe Biden’s family indicate that the Democratic presidential nominee’s brother and son offered to connect a Chinese billionaire linked to the People’s Liberation Army and Beijing’s intelligence services with leading Democrats as a means of advancing China’s investments in critical U.S. infrastructure.

In making the attempt, China experts say, the Biden family was putting U.S. national security in danger, Just the News reported.

The former business partner, U.S. Navy veteran Tony Bobulinksi, former CEO of SinoHawk, gave the FBI records of his business correspondence with James and Hunter Biden.

Bobulinski described the business as a joint venture and partnership between the Biden family and various firms in China, some of which were directly linked to the Chinese government.

“The documents, acquired by Just The News, appear to show the Bidens’ efforts to use the family’s name to sell influence to Chinese individuals tied to China’s military and spy services,” the outlet reported.

One attempted deal involved the now-defunct China Energy and Finance Company (CEFC). In July 2017, the firm offered to provide the Bidens with a $5 million “interest-free” loan “based on their trust in [the Biden] family[.]”

The firm’s chairman was Ye Jianmming, who had ties to China’s military and intelligence apparatuses, The New York Times confirmed. But after a stellar rise, the 43-year-old Ye was taken into Chinese custody in 2018 and has been held ever since for “economic crimes” stemming from bribery allegations.

According to the Times, Hunter Biden met Ye at a Miami hotel in May 2017 after one of Ye’s aides met with Hunter in Washington, D.C. In a May 15 email, James Biden would list several prospective contacts for joint ventures between SinoHawk and CEFC.

“The roster of elite Democratic elected officials includes Biden’s running mate Kamala Harris, as well as two other former 2020 presidential hopefuls, Amy Klobuchar and Kirsten Gillibrand,” Just the News added.

Meanwhile, other Democratic power players were also eyed including three from New York — Gov. Andrew Cuomo, New York City Mayor Bill de Blasio, and Senate Minority Leader Charles Schumer. California Sen. Dianne Feinstein, whose husband has made several multimillion-dollar deals with the Chinese Communist Party over the decades, was also on the list of proposed contacts. Feinstein enjoyed a lasting friendship with the late Chinese president, Jiang Zemin.

“The relationship with Joe Biden would have given the Chinese access to the highest levels of power, partly for influence and partly to embed the Chinese Communist Party into every aspect of society,” retired Air Force Brig. Gen. Robert Spalding, author of “Stealth War: How China Took Over While America’s Elite Slept” and current senior fellow at the Hudson Institute, told Just the News.

According to the materials provided by Bobulinski, the Bidens were offering more than just access to top U.S. political figures.

In a WhatsApp exchange between the former SinoHawk CEO and Hunter Biden, Bobulinski asked, “just doing infrastructure and RE or looking @ technology deals.”

“Everything. The only thing I told him I would not do is defense related technology and arms and anything that would give the Chinese a military advantage,” Hunter Biden responded.

But experts on Chinese diplomacy and intelligence operations say Beijing looks at its own national security needs more broadly. Though the U.S. tends to primarily view its national security strictly in military terms, Asia expert Maura Moynihan told the outlet that “infrastructure is a priority for the Chinese.”

To that point, she referenced Beijing’s Belt and Road initiative, which is a strategic global infrastructure project.

“To defeat their main rival, America, the Chinese want to control America on the ground, and they do that through controlling American infrastructure,” said Moynihan.

In his May 2017 memo, James Biden listed critical infrastructure and transportation projects as possible “phase one target” initiatives — in New York, Minnesota, and elsewhere.

But Spalding said those Phase One initiatives would have compromised U.S. national security.

“From the Chinese perspective, the offer would have given them access to strategic infrastructure in the United States, which would have given them the ability to shut it down,” he told the outlet.

“Also, giving the Chinese a role in the transportation sector would allow them to collect information on Americans,” he added.
