A Democrat elected official in Pennsylvania is taking a reminder about so-called naked ballots to the next level by posing topless with a strategically placed secrecy envelope.
Accompanying the provocative picture sent out on Twitter in which she encourages voters to keep their ballots covered, Alleghany Councilwoman Bethany Hallam in the Pittsburgh area wrote that “Desperate times call for desperate measures! So your favorite elected officials got naked so that you remember to make sure that your mail-in ballot is NOT submitted without its secrecy envelope!!”
Allegheny County Council member Olivia “Liv” Bennett and would-be state rep Emily Kinkead (who issued a similar tweet), also Democrats, joined with Hallam in the initial publicity round, and several other lawmakers are to follow.
Hallam and others are responding to a Pennsylvania Supreme Court ruling earlier this month that authorizes the invalidation of mail-in ballots unless they arrive in the mandatory, unmarked secrecy envelope that the voter places into the return envelope.
“It’s our bodies. We’re going to do what we want with our bodies to achieve the goal that we think is important,” Hallam told Trib Live.

“Democrats in Pennsylvania, and other parts of the country, have been far more likely than Republicans to request mail-in ballots for this year’s general election. But Hallam said this isn’t a partisan issue. She just wants to make sure everyone who is voting by mail knows how to do it properly. ‘I’m not just trying to protect Democratic voters. I’m trying to make sure all voters ballots are counted,’ Hallam said,” the news outlet added.
It is estimated that about three million voters will submit a ballot by mail in the swing state of Pennsylvania. Donald Trump won Pennsylvania in 2016 by less than one percent. The president has repeatedly warned that universal/unsolicited mail-in voting on this massive scale with no chain-of-custody measures or other protections is ripe for fraud and chaos.
Although the secrecy envelope requirement is regarded as a victory for the Trump campaign, the state’s Democrat-controlled high court also handed down a ruling seen as adverse to the GOP. The court went along with a Democrat request to count ballots received up to three days after the November 3 election even if they lack a postmark establishing that that they were mailed on or before Election Day.
In the meantime, a federal investigation is underway into why nine military ballots (all of which were cast for President Trump) were discarded in Luzerne County, Pa.
Hallam’s tweet about some of the bare facts for mail-in voting prompted a mixed response on social media. Here is a sample:
