Rep. John Ratcliffe, R-Texas, said on Sunday that Inspector General Michael Horowitz’s investigation of alleged FISA warrants abuses may result in a full-on criminal investigation once his report is released.
The Justice Department and FBI obtained FISA warrants in 2016 to begin surveillance of former Trump adviser Carter Page — as Fox News reported, it remains unclear if Page was the only Trump official that the DOJ obtained a warrant against.
Appearing on Fox News’ “Sunday Morning Futures,” Ratcliffe said Horowitz’s report is due out the first week in December and this explains the Democratic Party’s headlong rush to impeach President Donald Trump.
“The Democrats are racing to get to through this impeachment as quickly as possible,” he said. “It’s why we have eight witnesses and five hearings this week and we’re not doing any of the work because they know the inspector general report is likely to be damning about the origins of the 2016 investigation into the Trump campaign and the role that the Obama/Biden officials played in that.”

“We know this, the report is supposedly 500 pages — it does not take in inspector general 500 pages to say everything was done correctly and properly,” Ratcliff continued. “And I can’t tell you everything that is in there but what I can tell you that I know the inspector general is going to have to find that there were things that were done wrong, that there was exculpatory information that was not provided to the FISA court.”
The Republican lawmaker also said the report will be an “indictment” of House Intelligence Committee chairman Rep. Adam Schiff, D-Calif.
“I think it is going to be an indictment of Adam Schiff, who has written his own FISA rebuttal memo if you remember back in 2018: ‘how dare Republicans criticize people like Peter Strzok and Lisa Page and Andy McCabe and Bruce Ohr, who have done nothing wrong,'” Ratcliffe added.
“I think the IG report is going to find that there were problems in the FISA application process and they don’t want that to come out until after they impeach the president,” he said.
Ratcliffe named former Trump campaign adviser George Papadopoulos in speaking on suspected FISA abuses.
“I can’t tell you what the exculpatory information is that related to George Popodopoulus, but there was some,” he insisted. “And I tell you it was not timely delivered to the FISA court during the dependency of those FISA applications and I’ll promise you that the inspector general report is going to address that.”
Horowitz was looking into the circumstances behind the FISA application and three renewals allowing the FBI to begin surveillance on Page — the applications used the unverified Fusion GPS dossier paid for by Democrats and the Hillary Clinton’s campaign.
Among those likely targeted by Horowitz’s probe are former FBI Director James Comey, former FBI Deputy Director Andrew McCabe, then-Deputy Attorney General Rod Rosenstein, and former Deputy Attorney General Sally Yates.
Sen. Chuck Grassley, R-Iowa, said last week that if Horowitz’s report on alleged FISA abuses does not come out this week he will be left to wonder if someone in the DOJ or FBI may be intentionally stalling its release.
