In 2008, Vince Li sat on a Greyhound bus next to a complete stranger, young carnival worker named Tim McClean. After McClean smiled at Li and asked him how he was doing, Li proceeded to stab him multiple times, mutilate his body, cut off his head, and even ate parts of his body.
Because God told him to kill the man or “die immediately.”

Yeah, leave it to Canada to come to the conclusion that a guy like that should go free.
Because of Li’s schizophrenia diagnosis, the Canadian courts originally found him “not criminally responsible” for the murder, but the killer was originally kept in a secure wing of a psychiatric hospital with more and more freedom being granted every year.
Since November, Li, now known as Will Baker, has been living on his own in a Winnipeg apartment, but authorities at least monitored him to make sure he took his medication.
But as of Friday, Manitoba’s Criminal Code Review Board has granted Baker an absolute discharge, which means he’s no longer subject to monitoring.
The victim’s mother, Carol de Delley, has pointed out that there is no way to guarantee that her son’s killer won’t kill again, especially since nobody is monitoring him to make sure he takes his medications. In a Friday Facebook post, she said of the situation: “I have no words.”
Taking into account testimony from Baker’s doctor, Jeffrey Waldman, the review board wrote that it was “of the opinion that the weight of evidence does not substantiate that Mr. Baker poses a significant threat to the safety of the public.”
Baker is a Canadian citizen of Chinese origin. He plans to visit China but live and work in Winnipeg.
For the sake of the hundreds of people destined to sit on a bus, in a restaurant, at a movie theater, or on a park bench next to this man in the coming years, one can only pray that history doesn’t repeat itself.
Because Canada has done absolutely nothing to protect them.
