Cybersecurity expert at Pa. hearing reports on alleged anomalies, says voting machines built to be ‘manipulated’

A retired U.S. Army colonel and noted cybersecurity and information warfare expert testified at a hearing in Gettysburg Wednesday that ballot machines used in Pennsylvania and around the U.S. on Election Day were designed to be “manipulated.”

In testimony before a panel of state lawmakers, Phil Waldron, who said he spent three decades in the military as an infantry officer and in psychological operations, said his team has been researching the “specific issue” of electronic ballot fraud since August.

However, he added that his team has been working with another electronic forensic team that began working on “voting machine manipulation” since 2018, when “significant anomalies” were seen in a pair of races, one between Sen. Ted Cruz (R-Texas) and Democratic challenger then-Rep. Beto O’Rourke and a Kentucky governor’s race.

Waldron added “there are many, many more teams like ours” that are similarly examining voting machine irregularities before stating flatly: “The voting systems in the U.S. and in Pennsylvania were built to be manipulated.”

He went on to claim that similar electronic voting machines have “stolen elections” around the world in countries like the U.S., Argentina, Italy, Venezuela, Bolivia, and Singapore, even “as close as two weeks ago.”

Regardless of the manufacturer — such as ES&S and Dominion — all of the machines “have a common DNA,” which is their programming.

“The bottom line is these machines have similar [programming] codes and similar functions,” Waldron testified.

He went on to tell the panel of state lawmakers that he had personally debriefed the son of a Cuban intelligence officer who was told by the family of the late Venezuelan leader Hugo Chavez “not to worry about the populist threat against [current President Nicolas] Maduro’s election” because “it was guaranteed, their father invested the money to build the SGO voting machine system.”

Waldron said the person who told him that has also signed a sworn affidavit stating as much.

“These systems are not what you’ve been told. They are connected to the Internet and servers outside of the U.S.,” Waldron said, adding that there is “no transparency” to the systems.

He said that the software was designed to allow seamless, nearly undetectable manipulation that includes changing votes and reassigning votes to preferred candidates.

Waldron then pointed out that an election storage facility in Philadelphia was robbed on Sept. 30, in which thieves removed 30 USB drives and a laptop, suggesting they could have been used in voting machines to alter votes.

“Our experts and other academics believe that up to 1.2 million Pennsylvania votes could have been altered or fraudulent, this is what we discovered in the last 22 days,” he testified, adding that the only way to be certain is to conduct “a detailed forensic analysis of the actual machines and software.”

Waldron said that, thus far, his teams have “focused on the spike anomalies” seen on graphs depicting when votes were recorded as coming in for President Donald Trump and Democratic rival Joe Biden.

In Pennsylvania as well as other states, spikes occurred after polls closed, generally in the wee hours of Nov. 4 and most going for Biden. The anomalies “are events when a numerical amount of votes are processed in a time period that’s not feasible or mechanically possible under normal circumstances.”

“There are a dozen ways to interdict the voting process,” he added.

Under questioning from Trump campaign lawyer Rudy Giuliani, Waldron explained that the spike anomalies in Pennsylvania, in sum, amounted to around 570,000 votes for Biden and only about 3,200 for President Trump.
