A California elections watchdog group has warned state officials and Gov. Gavin Newsom that hundreds of people have likely been mailed duplicate ballots ahead of a special election Tuesday, which makes conditions ripe for voter fraud.
According to data obtained by California’s Election Integrity Project, more than 770 duplicate voter registrants have received two or more ballots for a pair of special elections — one for former U.S. Rep. Katie Hill’s seat and the other for an open Senate seat in the state legislature.
Hill, readers may recall, is a Democrat who resigned in disgrace after having an affair with a congressional staffer, against House rules.
In letters to California election officials including Secretary of State Alex Padilla, the organization explained its findings, which were based on VoteCal data. The EIPCa wrote that its “purpose is to provide this information so you can confirm its findings, prevent ineligible ballots from being counted and record ineligible ballots that were counted,” in the event “election results are contested.”
In addition to finding duplicate ballots, the group also said there were dozens of cases where voters had probably moved out of the district or their listed age — more than 105 years old — most likely means they are dead.
In the U.S. House race, EIPCa said it discovered more than 11,000 inactive voter registrations that had not been updated since Nov. 4, 2008, when Barack Obama won his first presidential race. Nearly one-third of those voters had never cast a ballot, the group said.
Under federal law, jurisdictions are required to keep their voter registration lists updated.
Interestingly, on Monday, the chairman of the House Republican Congressional Committee, Rep. Tom Emmer of Minnesota, voiced concerns over the addition of an in-person voting center in a Democrat-heavy portion of the district where Hill’s seat is up for grabs.
In an interview with Fox News, Emmer said it appears as though Democrats are trying to “steal the election” because the GOP candidate is ahead in early balloting.
“They [Democrats] see Mike García, retired Navy fighter pilot, about to flip a Democrat seat in California for the first time since 1998,” he said, adding that voting station opened “on Saturday morning during the pandemic,” which he says represents a clear attempt “to try and sway the election the other way.”
As for California generally, last year legal watchdog group Judicial Watch won a lawsuit against the state, requiring it to purge 1.5 million inactive voters from its registration rolls, as required by federal law.

“Los Angeles County has a registration rate of 112 percent of its adult citizen population,” the watchdog group noted in a statement in January 2019. “The entire State of California has a registration rate of about 101 percent of its age-eligible citizenry.
“The new settlement agreement, filed today with U.S. District Court Judge Manuel L. Real, requires all of the 1.5 million potentially ineligible registrants to be notified and asked to respond,” Judicial Watch noted further. “If there is no response, those names are to be removed as required by the NVRA.
“California Secretary of State Padilla also agrees to update the State’s online NVRA manual to make clear that ineligible names must be removed and to notify each California county that they are obligated to do this. This should lead to cleaner voter rolls statewide,” the group added.
But did Padilla follow through? It doesn’t seem so, based on EIPCa’s findings. And if the problem persists in Hill’s old district, chances are good voter registration rolls throughout California are still badly out of date, regardless of the Judicial Watch victory.
