If there is one consistent theme throughout the Obama administration, it would have to be the blatant disregard for the law.
…And rules, as seen during Tuesday’s State of the Union address.
In complete disregard of House rules, White House press secretary Josh Earnest was busted taking a photo from the chamber floor of Obama delivering his address.
Earnest posted the photo on social media, adding that it was “an honor” to witness the president’s last State of the Union, and bragging about his seat.
Can't believe this is @POTUS' last State of the Union, it is an honor to be here & this seat isn't too shabby either pic.twitter.com/2BzCjr9zIs

Speaker Paul Ryan’s spokesman, Brendan Buck, responded almost immediately with his own post to remind Earnest that there are “no pictures on the floor.”
We’re to assume lightheartedly, based on the use of the press secretary’s first name.
@PressSec no pictures on the floor, josh.

The reaction on social media confirms that “like his boss, [Earnest] makes his own rules.” Here’s a quick sampling of responses from Twitter:
@BrendanBuck @PressSec busted.

@BrendanBuck @whpresscorps @PressSec You don’t understand. None of the rules apply to this POTUS and his minions

@BrendanBuck @PressSec Like his boss, he makes his own rules.
