Security adviser to 4 presidents: Obama ‘almost criminally negligent’ on massive data breach

A national security expert who has advised four presidents — and was a vocal critic of President George W. Bush — said Sunday that the Obama administration has been “almost criminally negligent” due to its poor data maintenance, which resulted in a massive security breach, including the hacking of tens of millions of sensitive federal employee records.

“I don’t blame the Chinese,” Richard Clarke told ABC News host George Stephanopoulos on “This Week.” “This is what intelligence agencies do. This is what the United States does. We steal this sort of information.”

Then he named the true culprits.

“I blame the Obama administration for taking this issue not seriously enough, Clarke said. “This is almost criminal negligence.”

Stephanopoulos was taken aback.

“’Criminal negligence,’ those are strong words, Richard,” he said.

They are indeed. And coming from Clarke, they have to sting.

Clarke is the former National Coordinator for Security, Infrastructure Protection, and Counter-terrorism for the United States. He has served under Presidents Ronald Reagan, George H.W. Bush, Bill Clinton and George W. Bush.

He came to public notoriety with the 2004 release of his memoirs “Against All Enemies,” an appearance on CBS News’ “60 Minutes,” and his testimony before the 9/11 Commission. Clarke became a hero of the left when he soundly criticized the Bush administration in all three venues for its attitude toward counter-terrorism before 9/11, and its decision to invade Iraq.

The Office of Personnel Management disclosed last week that the personal information of over 22 million federal employees — current, retired and prospective — had been compromised, most likely by Chinese state agents.

When then-GOP presidential nominee Mitt Romney said the U.S. was vulnerable to a cyber-attack by the Chinese in 2012, he was ridiculed by officials in the Obama administration — including OPM director Katherine Archuleta.

Archuleta was ousted Friday as a result of the breach.
