Florida Gov. Rick Scott signs 55 bills into law

The Florida Legislature may be in the midst of a special session, but Gov. Rick Scott signed into law Wednesday 55 bills from the regular session, according to a statement from his office.

Here is the list issued from the governor’s office:

HB 21             Substance Abuse Services – This bill establishes a voluntary certification program for recovery residences and recovery residence administrators.

HB 41             Hazardous Walking Conditions – This bill creates a safer environment for students walking to school by further defining and correcting hazardous walking conditions.

HB 79             Crisis Stabilization Services – This bill requires the creation of a database for crisis stabilization services.

HB 145          Commercial Motor Vehicle Review Board – This bill relates to the Commercial Motor Vehicle Review Board.

HB 153           Literacy Jump Start Pilot Project – This bill establishes a five-year Literacy Jump Start Pilot Project in St. Lucie County to help low-income, at-risk children better develop literacy skills.

HB 243          Vital Statistics – This bill makes changes to the production and maintenance of death certificates and burial transit permits.

HB 257          Freight Logistics Zones – This bill allows counties to designate freight logistics zones.

HB 269          Experimental Treatments for Terminal Conditions – This bill relates to the creation of the “Right to Try Act,” to establish a framework in which a manufacturer may provide post-phase I investigational drugs, biological products, or devices to eligible terminally-ill patients.

HB 279          Pharmacy – This bill allows registered pharmacy interns and pharmacists to administer specified vaccinations under certain circumstances.

HB 309          Patient Admission Status Notification – This bill requires patient notification regarding admission status from certain licensed facilities.

HB 321          HIV Testing – This bill modifies consent procedures for HIV testing.

HB 335          Psychiatric Nurses – This bill grants certain psychiatric nurses the authority to release individuals from a receiving facility, under certain circumstances, after an examination.

HB 437           Guardians for Dependent Children who are Developmentally Disabled or Incapacitated – This bill creates a framework for appointing guardians for individuals with developmental disabilities who may require decision-making assistance beyond their 18th birthday.

HB 461          Independent Nonprofit Higher Educational Facilities Financing – This bill expands the types of projects that the Higher Education Facilities Financing Authority may finance with tax-exempt bonds for independent non-profit colleges and universities.

HB 471          Disabled Parking – This bill allows a vehicle displaying a Disabled Veteran “DV” license plate to park for free in a local facility or lot that provides timed parking spaces.

HB 485         Santa Rosa Island Authority, Escambia County – This bill relates to the Santa Rosa Island Authority.

HB 489          Value Adjustment Board Proceedings – This bill makes administrative changes to the Value Adjustment Board proceedings.

HB 541          Athletic Training – This bill makes changes to the licensure process for athletic trainers.

HB 553          Public Libraries – This bill revises the powers and duties of the Department of State’s Division of Library and Information Services, the State Library Council, and the State Publications Program.

HB 633          Informed Patient Consent – This bill revises conditions for voluntary and informed consent to the termination of a pregnancy.

HB 647          City of Jacksonville, Duval County – This bill amends the City of Jacksonville’s charter to modify the authority of the Civil Service Board.

HB 655          Clinical Laboratories – This bill streamlines requirements for clinical laboratories and requires clinical laboratories to make their services available to specified licensed practitioners.

HB 691          Sarasota-Manatee Airport Authority – This bill authorizes the Sarasota-Manatee Airport Authority to enforce the Florida Fire Prevention Code within the boundaries of the Sarasota Bradenton International Airport.

HB 697          Public Health Emergencies – This bill relates to the authority granted to the Department of Health to quarantine persons, animals and premises for controlling communicable diseases.

HB 725          City of Jacksonville, Duval County – This bill provides an exemption to current law to allow kiteboarding and kitesurfing within Huguenot Memorial Park in the City of Jacksonville.

HB 731          Employee Health Care Plans – This bill relates to and revises requirements for certain insurance carriers and health benefit plans.

HB 749          Continuing Care Communities – This bill revises requirements for continuing care contracts and communities.

HB 751          Emergency Treatment for Opioid Overdose – This bill grants certain healthcare practitioners the authority to prescribe and dispense an emergency opioid antagonist to a patient or caregiver under certain conditions.

HB 851          Manatee County – This bill revises the lien authority of the Manatee County Utility System.

HB 859         Greater Naples Fire Rescue District, Collier County – This bill annexes additional territory into the Greater Naples Fire Rescue District in Collier County, if approved by the voters in a referendum.

HB 861          Greater Naples Fire Rescue District, Collier County – This bill annexes additional territory, which is currently being developed, into the Greater Naples Fire Rescue District in Collier County, if approved by the voters in a referendum.

HB 871         City of Weston and Town of Davie, Broward County – This bill adjusts the boundaries for the City of Weston and the Town of Davie.

HB 893          Blanket Health Insurance Eligibility – This bill revises the list of specific groups that are eligible to purchase blanket health insurance policies and also expands the categories of individuals who can be covered under such policies.

HB 899          North Collier Fire Control and Rescue District, Collier County – This bill creates the unified charter of the newly formed North Collier Fire Control and Rescue District in Collier County to reflect a previous merger.

HB 951          Dietetics and Nutrition – This bill allows licensed dietitians and nutritionists to order therapeutic diets.

HB 969          North Springs Improvement District, Broward County – This bill expands the boundaries of the North Springs Improvement District in Broward County to add a parcel of land at the owner’s request.

HB 983          Village of Estero, Lee County – This bill makes corrections and streamlines procedures in the charter of the recently incorporated Village of Estero in Lee County.

HB 1001        Assisted Living Facilities – This bill adds protections to mental health residents in assisted living facilities, makes changes to the state long-term care ombudsman program, updates facility licensure, and creates a consumer information website.

HB 1049        Practice of Pharmacy – This bill grants veterinarians the authority to administer a compounded drug and regulate pharmacy benefit managers.

HB 1093        Village of Estero, Lee County – This bill revises the boundaries of the Village of Estero in Lee County.

HB 1167        City of West Palm Beach, Palm Beach County – This bill implements the results of the collective bargaining agreement for the City of West Palm Beach.

HB 1201        Ocean Highway and Port Authority, Nassau County – This bill authorizes the Ocean Highway and Port Authority to hold partisan elections.

HB 1203        Cedar Hammock Fire Control District, Manatee County – This bill codifies various provisions of the Cedar Hammock Fire Control District’s charter as approved by referendum.

HB 1213        West Palm Beach Water Catchment Area, Palm Beach County – This bill removes land from the West Palm Beach Water Catchment Area.

HB 1215        Alachua County – This bill repeals the Alachua County Boundary Adjustment Act.

HB 1217        Hillsborough River Technical Advisory Council, Hillsborough County – This bill revises the membership of the Hillsborough River Technical Advisory Council.

HB 1253        School District of Palm Beach County – This bill establishes the School District of Palm Beach County Business Partnership Program, allowing the School District of Palm Beach County to recognize businesses that support school programs.

HB 1255        Lehigh Acres Municipal Services Improvement District, Lee and Hendry Counties – This bill creates the Lehigh Acres Municipal Services Improvement District and dissolves the East County Water Control District.

HB 1327        City of Holmes Beach, Manatee County – This bill expands the boundaries of the City of Holmes Beach in Manatee County to include submerged lands adjacent to the Grassy Point Preserve.

HB 1329        City of Winter Park, Orange County – This bill repeals special acts relating to alcoholic beverage licenses in the City of Winter Park.

HB 1331        Immokalee Water and Sewer District, Collier County – This bill revises the compensation received by members of the Immokalee Water and Sewer District in Collier County.

HB 1333        Firefighters’ Relief and Pension Fund of the City of Pensacola, Escambia County – This bill implements the results of the collective bargaining agreement for the City of Pensacola.

HB 1337        Pinellas County – This bill authorizes additional temporary permits for the sale of alcoholic beverages by nonprofit civic organizations in Pinellas County.

HB 7081        Ratification of Rules/Minimum Flow Levels – This bill ratifies the Department of Environmental Protection’s proposed rule that establishes minimum flows and levels for the Lower Santa Fe and Ichetucknee Rivers and associated priority springs.

HB 7109        Florida Public Service Commission – This bill makes several changes to the Florida Public Service Commission including adding term limits, lobbyist registration, and required ethics training.
