With only five Republicans failing to support the party’s pro-life position, the House GOP majority approved a bill Wednesday to ban abortions after 20 weeks of pregnancy.

The 242-184 vote was almost entirely along party lines.
Republicans voting against the ban were: Reps. Charlie Dent, Pa.; Bob Dold, Ill.; Rodney Frelinghuysen, N.J.; and Richard Hanna, N.Y.
Georgia Republican Rep. Jody Hice, voted present.
Only four Democrats voted for the ban. They were: Reps. Henry Cuellar, Texas; Jim Langevin, R.I.; Dan Lipinski, Ill.; and Collin Peterson, Minn.
In addition to the 20-week ban, the bill would require that a patient be provided with informed-consent forms, a 48-hour waiting period before any abortion and mandatory counseling to rape and sexual assault victims, according to The Hill.
The Senate has no plans to immediately pick the measure up.
The Obama administration called the bill “disgraceful,” and threatened to veto it if it arrived on the president’s desk.
“The bill continues to add a harsh burden to survivors of sexual assault, rape and incest who are already enduring unimaginable hardship,” press secretary Josh Earnest said.
The Hillary Clinton presidential campaign also slammed the legislation.
“Politicians should not interfere with personal medical decisions, which should be left to a woman, her family and her faith, in consultation with her doctor or health care provider,” Clinton’s senior policy adviser Maya Harris said in a statement, according to The Hill.
The bill’s opponents object to the 48-hour waiting period, and a provision that allows victims of incest to receive an abortion only if they are under 18 years of age.
A recent New England Journal of Medicine study that found that babies born prematurely at 22 weeks of gestation have survived outside the womb, gave the bill an added boost.
Wednesday also marked the two-year anniversary of abortionist Kermit Gosnell’s murder conviction for killing infants born alive during abortion procedures.
This is the second attempt by Rep. Trent Franks, R-Ariz., to get a 20-week abortion ban passed.
“It is a test of our basic humanity and who we are as a human family,” Franks said in a floor speech Wednesday.
The original attempt — in 2013 — passed the House but was never brought to the then-Democratic-controlled Senate floor for a vote.
In 2013, former abortionist Dr. Anthony Levatino gave graphic and horrifying testimony before Franks’ committee on the issue of prenatal pain.

Given the administration’s reference to the bill as “disgraceful” and the president’s promise Wednesday to veto, it, it’s not expected to become law. But it puts everyone’s position on record before the next election.
It’s also a warm-up for 2017, when we get a new president.
