U.S. Senators Richard Burr, R-N.C., Tom Coburn, M.D., R-Okla., and Orrin Hatch, R-Utah, unveiled the GOP’s answer to Obamacare in a joint release found on their websites.
“The Patient Choice, Affordability, Responsibility, and Empowerment (CARE) Act is a legislative plan that repeals Obamacare and then replaces it with common-sense, patient-centered reforms that reduce health care costs and increase access to affordable, high-quality care,” the statement said. “In contrast with Obamacare and its government centered mandates and regulations, the Senators’ proposal empowers the American people to make the best health care choices for themselves and their families.”
The GOP replacement plan is laid out with links to provide details and answer questions along with this side-by-side comparison:
The Patient CARE Act would fully repeal Obamacare as well as do the following, according to a breakdown by Independent Journal Review :
- Prohibit insurance companies from imposing lifetime benefit limits on a customer.
- Give individuals the freedom of purchasing the health care plan that best suits their needs.
- Return the power of regulating health insurance to the states.
- Lower the age rating restriction to the previous normal level. Under Obamacare, older, sicker patients would not pay more than three times what a younger, healthier person would pay in premiums. That rating will be returned to five to one.
- Offer dependent coverage up to age 26.
- Prevent customers with a pre-existing condition from being denied coverage if they can show proof of continuous coverage, including COBRA.
- Provide a one-time open enrollment period.
- Increase purchasing power for small businesses and individuals by providing a targeted tax credit which can be solely used for the purchase of health insurance.
- Require transparency from the medical and insurance companies regarding the costs of procedures.
The release goes on to say:
Following today’s release of the plan, the three Senators will work with their Senate colleagues and experts across the health care community to further refine and improve upon the proposal, with the goal of building consensus and introducing legislation.
