President Barack Obama said on Tuesday that his administration “probably underestimated the complexities of building out a website that needed to work the way it should.”
Talk about an understatement.
In astonishing testimony before Congress, CMS Deputy Chief Information Officer Henry Chao said Tuesday that 30 percent to 40 percent of the IT systems needed to support the Obamacare exchange remains to be built, according to Washington Free Beacon.
Or is it 60 percent to 70 percent that still needs to be built? Chao’s response to an inquiry from U.S. Rep. Cory Gardner, R-Colo., is almost as confusing as it is shocking considering that over $600 million has been spent in a three year period to be ready.

Gardner made several attempts to clarify Chao’s comment, with little success — this is Washington, D.C.
A partial transcript, as provided by the Free Beacon:
REP. GARDNER: Well, how much do we have to build today still? I mean, what do we need to build, like, 50 percent, 40 percent, 30 percent?
MR. CHAO: I think it’s — just an approximation, we’re probably sitting somewhere between 60 (percent) and 70 percent, because we still have to build the system –
REP. GARDNER: Sixty (percent) or 70 percent that needs to be built still?
MR. CHAO: Because we still have to build the payment systems, to make payments to issuers in January.
REP. GARDNER: So let me get this correct. Sixty (percent) to 70 percent of Healthcare.gov still needs to be built?
MR. CHAO: It’s not really Healthcare.gov. It’s the federally facilitated marketplace
When Chao was asked how the portion yet to be built was going to be tested, he replied, “In the same exact manner we tested everything else.”
Even more egregious, Obama has yet to hold a single person accountable for the fiasco that best describes the roll out of Obamacare.
