U.S. Sen. Joe Manchin, D-W.Va., appeared on Fox News’ “O’Reilly Factor” Wednesday to announce a bill he and Republican Sen. Johnny Isakson of Georgia are working on to require a one-year delay of Obamacare’s individual mandate fines.
Host Bill O’Reilly asked Manchin if he would support a bill drafted by U.S. Sen. Marco Rubio, R-Fla., that would delay the penalty for six months from the time the website is certified as fully functioning.
Manchin said he was not familiar with Rubio’s proposal, but he said his bill would provide a more certain timeframe, delaying penalties until January 2015.
“I would support that,” O’Reilly said. “I think Sen. Rubio would support it.”
O’Reilly said he thought Rubio wanted to partner with Manchin on the effort.
“We’ve been good about putting coalitions together,” Manchin said. “We can do that. We’re gonna make it work.”
A bipartisan group could make improvements to the bill, Manchin said, but he did not want to be a part of a coalition that just wanted to kill Obamacare, adding that he believes the president would not veto a delay measure passed by Congress.
O’Reilly then asked about Health and Human Services Secretary Kathleen Sebelius and the website debacle.
“She doesn’t know what she’s doing, Senator,” O’Reilly said. “She has no clue.”
Sebelius had been a successful insurance commissioner in Kansas and a successful governor, Manchin said.
“I was a successful semi-pro baseball player,” O’Reilly said. “That doesn’t mean I can get websites up and running. Look, she had her chance. She blew it.”
