The treasury inspector general who first uncovered the targeting of conservative, religious and pro-Israel groups by agents of the Internal Revenue Service testified Monday that those actions were unprecedented in his experience.
Russell George, the Treasury Inspector General for Tax Administration (TIGTA), told members of the House Appropriations Subcommittee on Financial Services that the only comparison that the only comparison he could draw would be activities that occurred during the Nixon administration.
“During the Nixon administration, there were attempts to use the Internal Revenue Services in manners that might be comparable in terms of misusing it. I’m not saying the actions taken here are comparable,” he told a House Appropriations subcommittee. “This is unprecedented.”
The scandal, which started out as the work of a few IRS agents in Cincinnati, has since expanded to result in the resignation of one top Washington official and the removal of another.

George testified alongside Danny Werfel, who took over the IRS as acting commissioner roughly two weeks ago, following the resignation of the former Acting Commissioner Steven Miller.
Werfel, previously a top official at the Office of Management and Budget (OMB), called the activity at the IRS unacceptable, and vowed to conduct a comprehensive review of IRS practices to make sure it never happened again.
George later said that not a single agent would admit who directed the them to target conservative groups or how.
“No one would acknowledge who, if anyone, provided that direction,” he said.
