Fla. AG Bondi: Ringleader in $3 million Medicaid scheme arrested

Medicaid Fraud BadgeWorking in a joint investigation, Attorney General Pam Bondi’s Office, the Metropolitan Bureau of Investigation, Homeland Security Investigations, and the Florida Department of Law Enforcement arrested an Orange County resident for Medicaid fraud, racketeering, and identify theft in excess of $3 million.

According to Bondi’s office, Janie Vittini, owner of Improving Together, Inc., allegedly billed the Medicaid program for more than $3 million for services that were never provided. The investigation found that Vittini then used Medicaid funds to “purchase luxury vehicles, trips, and jewelry, including Cadillac Escalades, a Ducati Superbike, a seven-person Carnival cruise, a trip to Cozumel, Mexico, and more than $175,000 of Luis Vuitton products.”

“Defrauding the Medicaid program and using those ill-gotten funds to support a lavish lifestyle is deplorable,” Bondi said. “I am proud of our Medicaid Fraud Control Unit for their successful partnership with the Metropolitan Bureau of Investigation, Homeland Security Investigations, and the Florida Department of Law Enforcement to protect Florida’s Medicaid program and seize the defendant’s illegal assets.”

Bondi’s office released the following regarding the investigation:

Between 2012 and 2013, Vittini billed Medicaid more than $3 million for services provided to Medicaid recipients with mental health needs, which were never rendered. Additionally, it is alleged that Vittini obtained Medicaid recipient numbers by enticing Medicaid recipients to complete applications for services in exchange for gift cards.

The defendant is charged with one count of second-degree Medicaid fraud, one count of first-degree racketeering, and one count of second-degree identify theft. Attorney General Bondi’s Office of Statewide Prosecution will prosecute the case.
